In February 2025, President Donald Trump announced a proposal for a new “Gold Card” visa program, aiming to attract wealthy foreign investors by offering permanent U.S. residency and a pathway to citizenship in exchange for a $5 million investment. This initiative seeks to replace the existing EB-5 Immigrant Investor Program.
As of now, the ‘Gold Card’ visa program remains a proposal and has not been implemented. While there have been reports of high interest, with claims of 1,000 ‘Gold Cards’ sold in a single day, these reports are based on statements from administration officials and lack independent verification. Additionally, legal experts have raised questions about the feasibility of implementing such a program without congressional approval, noting that significant changes to immigration policy typically require legislative action.
Given that the ‘Gold Card’ visa has not been enacted, the EB-5 Immigrant Investor Program continues to operate under its existing guidelines. The EB-5 program requires foreign investors to invest $1.05 million, or $800,000 in targeted employment areas, into a U.S. commercial enterprise that creates at least ten full-time jobs for U.S. workers. Investors interested in obtaining U.S. residency through investment should continue to consider the EB-5 program as a viable option.
