DV-2022 Bou Jabbour v. Blinken

We are pleased to inform you that we have filed our complaint in the District Court for the District of Columbia. The case is titled Bou Jabbour v. Blinken. You can find a copy of the complaint at this link.

We believe that the numbers speak for themselves—the Department of State is not making any serious effort to process diversity visas even as they are processing other types of visas are being processed at pre-pandemic levels. We are requesting the Court to order the Department of State to process your diversity visa applications.

What’s next?

The court will soon assign our case to a judge. The government has 60 days to answer our complaint. Their answer will probably be a request to dismiss the case, and we’ll have an opportunity to reply.

In the meantime we will be communicating with the lawyers for the government to see if we can agree to a quick schedule for them to file the administrative record (internal government documents relating to the case) and briefing (arguments to the court). Depending on how these discussions go, we will strategize about our possible next steps including seeking a preliminary injunction (order from the judge to process visas while the court case is ongoing) and/or a motion for summary judgment (a request for the judge to decide the case without further evidence or trial).
