Senior Attorney

Sheila T. Minihane is a Senior Immigration Attorney at Joseph & Hall P.C. Based in North Carolina’s Research Triangle region, she focuses her practice on employment-based immigration. With 26 years of business immigration experience, she advises clients ranging from individual investors and start-ups to multinational organizations on U.S. immigration strategy, sponsorship, compliance, and risk management.

Ms. Minihane has extensive experience helping international investors and global organizations establish and grow a U.S. presence, with an emphasis on E-1 treaty trader and E-2 treaty investor visas and individual and blanket L-1 intracompany transfers. Her practice also includes temporary nonimmigrant options and permanent residence sponsorship including multinational executives and managers and PERM labor certification.

On the compliance side, she helps employers design immigration sponsorship policies and advises them on H-1B, I-9, and E-Verify compliance.

She has represented clients across industries including life sciences, renewable energy, engineering, manufacturing, information technology, financial services, and healthcare.

Ms. Minihane is a graduate of the University of Michigan Law School, and holds a B.A. in History and Theology from Loyola University Chicago. She is licensed in Illinois and North Carolina and is a member of the American Immigration Lawyers Association (AILA), where she currently serves on the Carolinas Chapter’s DEI Committee.

As the daughter and spouse of immigrants, Ms. Minihane understands firsthand what the immigration process means to individuals and families, and she brings that perspective to every company and employee she represents. Outside the office she enjoys spending time with her family, traveling, hiking, and volunteering.
