Suspension of Consular Services in Ukraine

On Wednesday, February 23, Ukrainian officials announced plans to declare a state of emergency in preparation for defense against expected Russian aggression. Ukrainian President Volodymyr Zelensky has called up Ukraine’s military reservists as the Russian Duma voted to give Russian President Vladimir Putin the authority to send troops into eastern Ukraine. With tensions rising, the U.S. Department of State has been forced to order the departure of most U.S. employees from the U.S. Embassy in Kyiv. Beginning February 13, 2022, consular services at the U.S. Embassy in Kyiv have been suspended. The Department of State has published the following guidance for visa applicants with applications pending at the U.S. Embassy in Kyiv:

Nonimmigrant Visa Applicants: Applicants for nonimmigrant visas pending at the U.S. Embassy in Kyiv can apply “in any country in which they are physically present and where there are appointments available.”

Immigrant Visa Applicants: Applicants for immigrant visas pending at the U.S. Embassy in Kyiv who would like to transfer the case to another embassy must first contact the receiving U.S. Embassy to request authorization for the transfer.
